The Atlantic has an article on Norman Ornstein trying to get Congress to make
provisions for most of the federal government being wiped out, say by an
inauguration bomb. Make it easier for replacements to be selected, don't have
a quorum of 5 surviving Senators, etc. No one wants to think about it,
apparently.
