At least a few captured Iraqi officials have said that while they did
destroy their WMD in the days prior to the war, they were specifically
keeping the equipment and know-how so that they could reconstitute the
weapons programs at a later date after they got the UN to lift
sanctions.
If this is so, this is a significant material breach of UN resolutions,
whether or not we actually find any WMD still intact. We are entirely
sufficient for our actions and the costs thereof.
Its like busting a guy with a meth lab but letting him have his lab
equipment back after he serves his sentence. Do you think he will
actually use the equipment in legitimate pursuits? Hell no.
