Yes, a blackmailer could shut off all the nuclear power plants. No nukes
indeed. If such a technology were mature enough to eliminate nuclear
weapons, it could save billions of lives, by making the world safe for
conventional warfare, as well as bio and gas warfare. The 1st nation state
that would possess such an anti-nuclear weapon could cleanse its opponents of
nukes, and then threaten them with annihilation unless the disarmed nation
capitualated. Or the beleaugered nation could merely retaliate with germs and
gas. This technology seems, at first blush, no more outlandish then the Star
Wars weaponry that we have been working on, at least, since 1983.
