Well, the NY Times is offering some evidence of a smoking gun:

Speaking as someone who has developed biotech labs, I'll state fairly
strongly that one doesn't do so in a truck trailer for any legitimate
purpose that I can think of. Trailer based labs, esp. those containing
fermentation apparatus, would seem to be strong evidence for bioweapons
development operations.
On balance, the administration may have a very difficult time proving
that such trailers were assembled by the former Iraqi administration
and not some black ops group tasked with manufacturing evidence for
a bioweapons program. (Though if the administration were in the business
of manufacturing evidence they have (so far) done a much poorer job
than one could reasonably expect them to be capable of.)
