Depends on whether you get the whole picture. For instance, the
Canadians are quite happy to surreptitiously spend over $2 billion,
laundered through various ministries, on the nationwide firearms
registration program which its sponsors originally insisted would cost
only $2 million to administer. The way they have hidden funding of this
program to excess, in avoidance of Parliamentary oversight, in attempts
to catch the majority of gun owners who refuse to register their
weapons, even after three amnesty periods, is reminiscent of the
financial shennanigans of al Qaeda.
Had the Canadians instead spent this money on funding legitimate law
enforcement needs, they might have caught a lot more middle eastern
terrorists acting as refugees.
