    Of course not. *Cheney* runs the government entirely on his own!

    More seriously, we presume he at least sets the direction of government (which
    we don't agree with) and picks his crew (whom we don't like or trust, whatever
    their IQ) and adjudicates disputes between crew, such as Rumsfeld vs. Powell
    (apparently generally backing Rumsfeld.)

    And no, his IQ isn't relevant to micromanaging the gov't, since no one does
    that. His open-mindedness and appreciation of subtlety and difference of
    opinions is relevant to his decision-making.
