That's true. I even re-quoted myself, to be clear. Should I have said,
"and other
government buildings, whether or not owned by Iraq's government, including
UN-owned facilities and presumably government-run power stations, but not
usually, as far as I know, private homes and shops"? I'm still not clear about
what your objection to my phrasing. Of course, we've now spent lots of time
and space on a quibble over exact phrasing... :)
