Check out the "Talk" pages on Wikipedia. It's certainly not as
structured as you describe, but I'm not sure that's a bad thing.
It's certainly much better than a mailing list, because it is
persistent, maintains history, and is organized by topic rather
than chronologically (though the comments are generally
chronological within each topic).
