    Yes it can. Calling Jerry Falwell a Christian bigot
    while he was discussing financial issues would be ad
    hominem.

    Value or morality of the author is attached to the
    topic when his being or not being a Christian or a
    bigot does not impose value on the argument itself.
    If these values were affecting the judgement of the
    issue and one was to point out why, then no it's not
    ad hominem.
