Where did the 2/3 requirement of the Senate get into the discussion?
My copy of the Constitution uses the following language.
Article One, section eight of the Constitution enumerates one of the
powers of the Congress as, "To declare war, grant letters of marque and
reprisal, and make rules concerning captures on land and water."
If you notice the Constitution does not provide the Congress with a
form to fill out nor any other formula to follow if it wishes to declare war.
If they pass it and it effectively declares war that is that. I don't see
any requirement for a 2/3 majority either. Nor do I see any requirement for
an international approval. Can you help me with that?
