When Orwell said that, and in the context in which he said it, it was
probably a true statement. (And he specificaly meant, I believe, the
supporters of Franco... )
A more accurate re-phrasing of what I believe he meant would be
"Pacifists act in a way most beneficial to the strongest power present
that doesn't have any scruples or morals about using it's power." Even
then it isn't totally accurate. It ignores such things as Mohatma
Ghandi's liberation of India. But such events are quite rare, and
usually, as in the US south, more complicated. (Even in Ghandi's case
it depended on outside political interactions.)
Still, the way Orwell said it was pithier. He was an excellent writer.
