I would caution against making such a judgement. The ACLU is notorious
for putting an excessively left wing spin on any document they publish,
and they cherry pick which 'civil liberties' they choose to protect.
For example, they are entirely without support for my 2nd Amendment
civil rights. Similarly, they are claiming that prisoners of war
deserve legal representation, without one shred of precedent supporting
such a claim, and much opposing such a claim.
The ACLU's credibility is somewhat below that of, say, the UN.
Furthermore, I'd caution against drawing conclusions from a
translation. How a translation reads is entirely subjective to the
particular words chosen. Mathematically its like taking 10% of 10%. If
your document is already hopelessly biased in one direction, and a
translator with a similar bias translates it with similar degree of
skew, your impression of the document is left way out in the 99th
percentile of interpretation rather than smack down at the 50th
percentile, where any dispassionate impartial observer should be.
