Good question. In this case, the pictures were produced immediately
after the event, they agree with eye-witness testimony, they come from
a not particularly technically savvy or rich organization, and no one
has come forth to dispute them.
I agree with your larger point that photo evidence can be doctored,
and it's certainly theoretically possible in this case, but it seems
unlikely.
