I suppose that is one way to look at it. On the other
hand, if the government is allowed to collect a great
deal of information on everyone, then everyone has a
vested interest in seeing to it that the government is
not allowed to gain the power to abuse the information.
Secrecy promotes totalitarianism, openness promotes
libertarianism.
