It's a private joke/association of Cory Doctorow's. Here's a strange fact,
though: it's pronounced woo-fee, not wuh-fee. I fear that will turn out to
be like `quark', where the coiner-adopter Gell-Mann calls it kwork and
everyone else sez kwahk. I'm sure the blog world will say wuh-fee, unless
secondary meme dispersion makes it more leet to emulate C.D.'s founding
pronunciation.
