    Perhaps, but remember:

    We (our Congress) never ratified Kyoto, despite Mr. Clinton's desire that
    we do so. Therefore, no treaty.

    The ABM treaty was with a country (USSR) that no longer exists.

    Guilty on all counts re: the Indian treaties, a truly shameful time in our
    history.
