    Bush announced the other day that the reconstruction of Iraq
    post-Saddam will be paid for by Iraqi oil revinues. Since much of these
    oil revinues are generated by sales to France and Russia (by French and
    Russian companies) it seems that Bush, in a bit of piquish glee, is
    implying that it is France and Russia, and other importers of Iraqi
    oil, like Germany, and their oil consumers who will pay for the
    reconstruction.

    Unfortunately, those in the know in France, Germany, and Russia see
    this as even more reason to oppose a regime change. Small wonder.
