An article in New Scientist several years ago described how a EMP weapon
called a flux compressor could be made from an antenna, some wire, a
battery, some TNT, and a simple frame. A device like this wouldn't be that
effective at hurting shielded equipment, or have that great a range, but it
does make it seem that producing non-nuclear EMP isn't that hard.
