    Actually, there is a more optimum way if you have enough capital
    available. Buy ALL the land at the sellers price, but the seller cannot
    disclose to any of their neighbors that they are even negotiating,
    never mind selling.

    Once you have all the land in your posession, lay the roads out as you
    want, adding other improvements like utility lines: power, sewer,
    water, communications, etc.

    Once you are done improving the whole property, sell it off parcel by
    parcel at the new, improved, higher price.
