We already do exactly that. Have you looked at your auto
insurance bill lately? One of the first things they ask is
how long your commute is, and base your rates partly on that.
It also costs you the extra risk due to miles driven, extra
gasoline, extra non-productive time out of your day, etc.
Commuting is a _huge_ cost, it's just that most people don't
realize how big it is because it isn't a simple check they
have to write.
