    This should also be compared with degrees of traffic congestion,
    incidence of DUI (alcohol and other drugs), and relative rigorousness
    of driver training programs. I might also point out relative severity
    of weather. We along the northern tier see a large percentage of
    accidents in winter, esp with city/southern drivers unprepared for deep
    snow or icy roads. Rain during the rest of the year is also of
    different quality than that found in, say, Britain, which tends to see
    drizzly rain, while we tend to see more extreme thunderstorm rain
    patterns (leading to more averse hydroplaning conditions).

    Statistical organizations have PC blinders against asking certain
    questions, I have found.
