It doesn't load. That is the point of the design. It comes
pre-manufactured with all ammo in the barrel, and so each time you want
to 'reload' you have to buy a new barrel, and submit to a background
check.
It is a scheme for expanding background checks to ammo purchases via an
engineering bait and switch.
