If you take a Darwinian approach, any and all actions of groups and
individuals currently in power in a republic converge on that goal.
Ethics, the well-being of the people, etc are all secondary to being
re-elected. Anybody with different priorities will eventually be
ousted in favor of those who prioritize re-election. A multi-tier
system, where politicians have to work their way up, will sort out
defectors at the lower levels before they can rise to the top.
