I was speaking loosely (I meant we have "free speech," i.e., legislative
immunity from provocative or offensive speech). There are exceptions to the
First Amendment, of course, as when one threatens the safety of people (we
are all familiar with the example of falsely shouting "Fire!" in a crowded
auditorium).
