Fill out the buyer complaint form at
<http://www.paypal.com/cgi-bin/webscr?cmd=p/gen/buyer-complaint-outside>
to get paypal to investigate the issue and try to get your money back. Like
a credit card company, they will attempt to reverse any charges for goods
not actually delivered.

Although they don't guarantee recovery, they are in a good position to make
sure no more funds go the merchant, so merchants have a great incentive to
cooperate.
