What does it mean to "get there first"?
Can I launch a tiny bullet to the moon with a sign:
"The Moon is mine now"? Or a bullet into space saying
"The Universe is mine now"? Or will I get rights for stuff
in 3 miles neighborhood of my probes? - Then I'll launch a
pinch of dust up there. Or I should invest at least 1 digibill
per each cubic kilometer of space I want?

How exactly can it work, and who will establish the rules?
