Steve "Mr Technomad" Roberts used to recommend microfiche for document storage; the mass-per-bit is probably similar to storing scanned pages (not OCR-ed) on a hard disk, and, most importantly, if the power fails you can still read it. The latter reason is probably more important for people like him who might need access to technical manuals to fix problems on the road.
