Yes, this is an obvious flaw in the Star Drek universe. Either they are
extremely fatalistic, or have laws against the retaining of teleport
files, once used, for privacy's sake. It can't be a thing making
teleport twins illegal, as Riker's accidental teleport twin has been
allowed to live.
