It refers to "computing power," which I guess would mean processor speed.
Overall performance is in large part a function of the efficiency of the
software the chip is running. Unfortunately there's no law regarding the
increase in software performance. In fact there's seems to be a reverse law
in that area. You know..."Intel giveth, MS taketh away."
