Good point. Postal agents (especially overseas) are not above being
bribed.

Servicemen would, however, probably use the armed forces mail system,
probably a bit harder to subvert. From what I can gather, about 10 times
as many ballots are mailed out as are received, so there should be a *lot*
of them out there.
