The constancy of c as a function of wavelength has been tested experimentally over a wide range of frequencies. It is constant for the velocity in vacuum for the measured wavelengths. But for the speed in matter, [gases, liquids, and solids] the speed is dependent on wavelength, this is the dispersion, second and third order optical effects where the index of refraction is a function of the wavelength.
