You neglect to mention their conclusion:

individuals
who have experience with the device.
`So far we have been unable to reproduce CETI's claimed excess heat
results. For example, in a
setup in which CETI appears to obtain 4 Watts of heat output for a 0.06
Watt input, no excess heat
production was observed, with a detection limit of 0.3 Watts.'
