The Word Wide Web Consortium[*] is considering allowing standards
restricted by "Reasonable And Non-Discriminatory" licenses. AFAICT
"reasonable" is never defined, and it's a slipperly slope anyway.

* The W3C Tim "inventor of the web" Berners-Lee's organization,
and is responsible for developing standards for the web's most
basic infrastructure, most famously HTML, HTTP, and XML.
