Such a weapon would be safer for nonterrorist than lethal rounds, since if (and it ain't gonna happen, folks) a whole buncha armed passengers in their seats opened up on terrorists standing in aisles, more passengers than terrorists would likely be hit. And this isn't even counting drunks, psychos and those with anger management problems, and simple (perhaps prejudicial stereotype-fueled)misunderstandings and mistakes. Professionally trained, anonymmous air marshals and denial of cockpit access are much better.
