Unfortunately, surgical strikes are that only on paper. As sigint alone is
not going to cut it, nor can you infiltrate fanatics effectively, the
result will be death of many innocent noncombatants, outrage, and further
recruitment into what is currently a fringe movement. Which was probably
the calculated impact behind the recent series.
Little is gained by accelerating the advent of WOMD terrorism. We're too
vulnerable, there's no point in illustrating it further.
