The only thing I can think of, which isn't martial law per se, is to put
armed police, like the US Marshals, onboard all flights. I can see that
being a relatively good thing, but not bona fide martial law.

Per the 'manual override' comment in an earlier post:
My father flies 757 and 767 airplanes for American Airlines, just like the
ones hijacked today. It's not possible to disable manual override and put
them on a collision course.
