That's why I suggested he study the rule book.

Clue: they can only hang you for _breaking_ the rules -- not for obeying
them to the letter.

Rule books are nearly always inconsistent, contradictory, or incomplete.

Find the inconsistencies, then apply the rules with gusto. It's the
fastest way to cause chaos in any organisation ...
