If I'm not mistaken, yes they are allowed. I think the buyer needs to apply
for a permit and wait some weeks till it's cleared through security records.
There was a lot of discussion last year about a possible governmental ban on
gun owning (with the intention of reducing crime), but it was overthrown in
the courts last I heard. Haven't read of any changes to the situation on
permits since that attempt.
