Not quite. Slavery was legal and practiced in all of the original colonies
and continued in the North almost up to the start of the war. Even after
slavery officially ended in the North, the entire country was complicit in
the institution through such things as the enactment of the Slave Codes.
That's not to mention the fact that the goods which were the product of
slavery were marketed quite heavily in the North, or the US Supreme Court
Dred Scott decision in 1857 which declared that a Black man in the US had no
rights a white man was bound to respect.
