Well, then, how about this: it must always be so that the government never use
implants for identification or any other general purpose. This is along the lines of
not necessarily being assigned a Social Security Number (Taxpayer Identification
Number), but completely different in that it involves an actual implant.
Now about that, basically, the government has been charged to protect the concept of
Social Security, and partially that means the SSN should not be used as a globally
unique identifier, and that the government should not maintain indices to otherwise
unrelated data based upon citizens' identity, non-governmental lives, or their
demographic profile.
