Yes, that is the nature of terrorism, which is why we cannot rely purely
on deterence as we did with the Soviets. However, remember that while
many terrorists would give their lives to strike at the great satan, they
want a good chance for the strike to *hit*. That is why they go for soft
targets. Noticed in Saudi they attacked an undefended Marine
barrack...they did not attack armed Marines in the field.
