Maybe, if $50K was promised to be shared between the person
who finds the number and a person who let him know about the
project, there would be a lot more people in it.
This referral scheme may sound non-kosher for a public project,
but it's still the same money that is targeted for the same
purpose, right? Except that it will work better...
