I'd have to agree with this. It is very field dependent though.
In some scientific fields (e.g. mathematics and physics and perhaps
mechanical engineering, I'd tend to lean towards individuals with
a Russian education). But for molecular biology and medicine I'd
definitely pick people with a U.S. education.

The skill base of different nationalities is very environment
specific.
