The point is that within the context of the simulation, they do have
God's powers. They are omniscient, in that they can change anything in
the simulated world. They are omniscient, in that they can see everything
that happens everywhere in the world. And they are omnipresent, in that
they are able to access the entire simulated world.

In the context of the simulation, the person outside is God.
