To be specific: Instead of sending out one untraceable advertisement
for their product, a spammer will send out ten advertisements for ten
products, nine of which are completely innocent bystanders. How can you
tell who to prosecute? The real spammers will go completely unchecked;
meanwhile, Anders Sandburg will get sued into the ground every time he
reviews a nootropic.
