There is hope, but I find this argument unsatisfying. Even if Chirac is about
to fall from grace, are the contenders for his office/power likely to be any
more sympathetic to our cause?

Also, whatever happens, we can do the research underground. I'd rather
not, but if forced, we should go underground or war on our enemies.
