That they're based on water? Not necessarily parochial at all. The
lifeforms don't have to currently be CHON based, but to have evolved
that way. And I think that band is naturally quiet, so it is both a
simple band people would think of, and easy to hear something there.

Sounds like pulsars. Try a more complex pattern. Primes, Fibonacci,
etc.
