Sounds like ol' 1991 when we had 2400 bps modems. I don't know what kind of
setup you have, but it sure sounds like 300 bps and $5 per minute...
I would prefer to let people quote as much as they like to; it's much easier
to read randomly selected messages that way. Also, I think that forcing
people to abide by some not-that-easily-enforcable quoting rule so that
someone somewhere can save 10 seconds of download time is... inappropriate,
at best.
Also, I very much doubt that anyone's download times will change that
drastically even if you forced everyone at gunpoint to quote "correctly". [I
can already hear it: "You shall not quote ze hole message! If you quote ze
hole message, you vill be shot!"... :-) ]
