I propose that everyone who has a truly free vote gets one vote. Every
nation without such freedoms gets exactly one vote per nation. You free
your people, they get to vote too. Slaves don't vote.
Before that, I'd say that there'd better be a Bill of Rights which is
unrepealable by less than 90% of the worlds free people, and that Bill
had better have a right of self defense for the individual.
