Scharzenegger can't be elected President of the United States. Article II
Section 1 of the U.S. Constitution states,
No person except a natural born citizen, or a citizen of the United
States, at the time of the adoption of this Constitution, shall be
eligible to the office of President...

Amending the Constitution requires a strong national consensus, and
it seems unlikely to be achieved given the inevitable perception that
the change was being made at this time in order to aid one particular
presidential candidate. All the rival camps would oppose making the
change, making consensus virtually impossible to reach.
